Abstract Can a former urban industrial landscape, criss-crossed by old canals, be successfully developed into a tourist attraction? That is the question that is posed in this exploration of the Welland Canals story. The transition has been made elsewhere in the world, but what has happened in the Niagara region in the last twenty years? There was a clear potential for tourism development in this interesting area. A large adjacent tourist draw is located in nearby Niagara Falls. A strong local citizen movement also has aimed at heritage preservation. The heritage fabric consisted of a good stock of historic buildings and artifacts. There was a story and there was a plan. The five elements required for success in such a venture include: an appreciation of the resource; citizen participation; government leadership; inter-community cooperation; and the control of vested interests. What worked and, more importantly, did not work, is outlined with the intent of drawing lessons from the experience. It is concluded that the primary problems that have so far prevented the realization of tourism potential in the Welland Canals area are lack of government leadership, vested interest and the absence of cooperation among the region's communities.
